Scientific & Technical Intelligence

ONI provides quality analysis to support Navy systems commands, laboratories, and warfare centers. The cost and complexity of design of modern naval systems require continued intelligence support from inception through the life cycle of those systems. 

Foreign Naval Analysis

ONI maintains an understanding of foreign conventional and advanced weapons systems, countermeasures, technologies and the transfer of technologies to minimize and/or eliminate technological surprise. 

Maritime Intelligence

ONI is at the forefront of collecting, analyzing, and delivering timely, relevant and predictive maritime intelligence to key customers, worldwide.

Maritime Domain Awareness

ONI’s MDA focus is on improving collection, analysis and dissemination of intelligence to provide our fleet, joint and interagency customers with critical insight to the threat.

Global Maritime Intelligence Collaboration Center

ONI provides 24/7 global maritime activity monitoring and focuses on civil maritime vessel and cargo tracking, with emphasis on counter-trafficking, homeland security and homeland defense.

Ship Tracking

ONI analysts conduct maritime cargo analysis and tracking of high-interest cargoes and emerging potential threats throughout the global intermodal cargo supply chain. This includes support to maritime embargo/sanctions, such as identifying and monitoring shipments with weapons of mass destruction, related equipment and materials and conventional arms.

Counter Proliferation

ONI detects and identifies threats posed by criminal networks’ use of the maritime domain for human and weapons trafficking, smuggling tactics and techniques, and the containerized smuggling of illegal goods.

Counter Piracy

ONI analysts work with our allies to provide regional assessments describing maritime activity in high-interest regions.  ONI addresses the worldwide threat to shipping, and illegal activity.

Maritime Homeland Defense

ONI is focused on protecting U.S. territory and sovereignty, the domestic population and critical infrastructure from seaborne threats and aggression.

Navy Irregular Warfare Support

ONI provides forward deployed and reach back intelligence support to Naval Special Warfare and Navy Expeditionary Combat Command units, and analysis of irregular threats to U.S. maritime interests.

Intelligence IT

ONI leads the Intelligence Community (IC) in the full spectrum of Information Technology (IT) and Information Assurance (IA), both at the strategic center and the tactical edge.  We envision, design, build, certify, field, operate, secure, and sustain software, maintain secure global telecommunications circuits and Local Area Networks, and continually transform IT to take advantage of the latest concepts and standards.

Navy Special Security

ONI manages, implements, and oversees SCI programs and policies for the Navy Special Security Office (SSO) and SCI compartment.

Flexible Work Schedules

ONI offers alternate work schedule programs. The three work schedules available are: 

• Compressed Work Schedule (CWS) – The majority of the employee’s work schedule includes nine hour days with one day off during the two week pay period.

• Gliding Work Schedule

• Flexi-tour – Employees work five, 8-hour workday each week with preselected starting and stopping times.

Federal Leave System

Annual Leave

Annual leave provides ONI civilian employees with paid time off for vacations and to take care of personal business or emergencies. Annual leave is earned every two weeks determined by the length of government service (including applicable military service) as shown below:

• 0-3 years service 4 hours per pay period or 13 days per year

• 3-15 years service 6 hours per pay period or 20 days per year

• Over 15 years service 8 hours per pay period or 26 days per year 

All employees may accrue a maximum of 240 hours (30 work days) of annual leave which may be carried over from leave year to leave year. Annual leave in excess of 240 hours must be used during the current leave year.

Other Leave

ONI also offers employees sick leave, family-friendly leave, family medical leave, bone marrow / organ donation leave, military leave, and court leave in accordance with OPM policies. Please see the OPM website for more details.
